Nationals of Montenegro may enter, pass through and stay in the United Arab Emirates for up to 90 days, with a valid travel document, without a visa.
Bilateral Relations Overview
We traditionally develop bilateral relations between Montenegro and the United Arab Emirates in the spirit of friendship, trust, solidarity and understanding. The overall Montenegrin-Emirati interstate cooperation is extremely substantial in many areas, of which cooperation in the field of economy stands out, primarily in the field of investments in the infrastructure, real estate and tourism sectors, as well as in agriculture and energy, primarily renewable energy sources. The achieved level of development of both relations and cooperation goes in the direction of reaching the level of strategic partnership.
Diplomatic Relations Overview
The United Arab Emirates recognized Montenegro on April 4, 2008, when diplomatic relations were established.
Montenegro opened an Embassy in Abu Dhabi in January 2010, while the UAE opened an Embassy in Podgorica, also the first in the Western Balkans region, later that year - October 2010, which is the best indicator of excellent relations between the two countries.
The first resident ambassador of Montenegro to the UAE was Aleksandar Eraković (2010 - 2014), then Darko Uskoković (2014 - 2018), then Dušanka Jeknić (2019-2021).
The first resident ambassador of the UAE to Montenegro was Hafsa Abdullah Mohammed Sharif Al Ulama (2010-2017), then Abdulsalam Hareb Obaid Al Romaiti (2017-2019), then the current Ambassador Nabila Abdelaziz Naser Said Alshamsi, who took office on May 19, 2020.
Political Contacts
The two countries maintain regular political dialogue, as well as intensive contacts at the working level. Montenegro's participation in EXPO 2020 in Dubai has also encouraged the strengthening of political and labor contacts. Meetings at international events have also become more frequent.

UAE Minister of Foreign Affairs and International Cooperation Abdullah Al Nahyan paid a visit to Montenegro on July 17, 2017 (he paid his first official visit to Montenegro on June 17-18, 2009).
Economic Cooperation / International Trade
The UAE is one of the biggest foreign investors in Montenegro in the last five years, and we especially appreciate the UAE's contribution to the development and implementation of valuable infrastructure projects in Montenegro, which further affirm our country as a safe and attractive destination for investment.
The most important investors from the United Arab Emirates in Montenegro are: “Abu Dhabi Capital Group” (“Capital Plaza”), State Investment Fund ICD from Dubai (“Porto Montenegro”), “BMJ Industries” (“New Tobacco Plant, Podgorica”) and “Masdar Energy” (wind farm “Krnovo”).
In the period January-October 2021, trade amounted to 4.77 mil. € (imports € 0.42 million, exports € 4.35 million), in 2020 amounted to EUR 1.7 million (exports EUR 1 million; imports EUR 0.7 million), while in 2019 it also amounted to , EUR 1.7 million (exports EUR 1.2 million; imports EUR 0.5 million).
Direct investments from the UAE in the period from January to October 2021 amounted to 24.5 million euros, while in 2020 they amounted to 28 million euros (6th place on the list of the largest foreign investors in Montenegro). A year earlier - in 2019 they amounted to 48.5 million euros, in 2018 35.7 million euros.
Overview of other information
Even during the coronavirus pandemic, Emirati officials and businessmen confirmed their friendship with Montenegro and solidarity with the Montenegrin people by making valuable donations - protective equipment worth two million dollars - the Ruler of Dubai and his wife; seven tons of protective medical equipment - Crown Prince of Abu Dhabi; 81 thousand euros to fight coronavirus for NKT - the company Porto Montenegro.
The rich bilateral relations between the two countries are evidenced by the rich normative and legal basis, which includes 12 signed agreements and three agreements in procedure.
