Visa regime
Nationals of the Republic of Azerbaijan may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.
Diplomatic relations
Friendly relations between Montenegro and the Republic of Azerbaijan are pursued in line with the principles of mutual interest and dialogue on high and highest levels.
The Republic of Azerbaijan recognized the independence of Montenegro on 24 July 2006. Montenegro and the Republic of Azerbaijan established the diplomatic relations on 24 April 2008.
Ambassador Extraordinary and Plenipotentiary of Montenegro to the Republic of Azerbaijan, resident in Ankara, is Periša Kastratović (assumed office on 12 June 2021).
Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Montenegro, resident in Belgrade, is Kamil Khasiyev (assumed office on 13 July 2022).
In 20 December 2018, the Government of Montenegro adopted a decision to open the Office of the Embassy of Montenegro to the Republic of Türkiye in Baku, the Republic of Azerbaijan.
On April 2012, The Diplomatic Mission of the Republic of Azerbaijan in Podgorica started its work. Counsellor Azad Naghiyev performs the duty of Head of the Mission.
Official visits
16-19 January 2022 - the Speaker of the Parliament Aleksa Bečić paid an official visit to the Republic of Azerbaijan and met with the Speaker of the National Assembly Sahiba Gafarova, and had an online meeting with the President of the Republic of Azerbaijan Ilham Aliyev, the Prime Minister Ali Hidayat Asad and with the Minister of Foreign Affairs Jeyhun Bayramov.
23-25 June 2019 - Prime Minister Duško Marković paid an official visit to the Republic of Azerbaijan, and met with the Prime Minister Novruz Mammadov and National Assembly Speaker Ogtay Asadov. Prime Minister of Montenegro also participated in the work of the Montenegro-Azerbaijan Business Forum.
12 March 2019 - President of Montenegro Milo Đukanović took part on the VII Global Baku Forum, which was held in Baku. On that occasion, President Đukanović met with the President of the Republic of Azerbaijan Ilham Aliyev.
13 -14 March 2018 - Parliament Speaker Ivan Brajović paid an official visit to the Republic of Azerbaijan and met with President Ilham Aliyev, Speaker of the National Assembly Ogtay Asadov, Prime Minister Artur Rasizade and Minister of Foreign Affairs Elmar Mammadyarov. He also took part in the International Conference "Role of Parliamentarians in Strengthening Economic Cooperation and Cultural Ties Along Silk Road".
1-3 November 2017 - Minister of Foreign Affairs Srdjan Darmanović paid an official visit to the Republic of Azerbaijan and met with the President Ilham Aliyev, Prime Minister Artur Rasizade, Minister of Foreign Affairs Elmar Mammadyarov and Minister of Economy Shahin Mustafayev.
Encounters on the margins
January 19, 2023 - the Prime Minister of Montenegro Dritan Abazović met with the President of the Republic of Azerbaijan Ilham Aliyev, on the margins of the World Economic Forum in Davos.
October 21, 2021 - the Speaker of the Parliament of Montenegro Aleksa Bečić participated in the European Conference of Presidents of Parliament in Athens and, on that occasion, had a meeting with the Speaker of the National Assembly of the Republic of Azerbaijan Sahiba Gafarova.
December 6, 2018 - Minister of Foreign Affairs of Montenegro Srđan Darmanović met with the Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov on the 25th Ministerial Council OSCE in Milan.
Economic cooperation
In 2022, trade exchange between Montenegro and the Republic of Azerbaijan amounted to 41,343 million euros (import was EUR 21 million, while export was EUR 20 million).
In 2022, the amount of direct investments from the Republic of Azerbaijan in Montenegro was 28,068.74 million euros. In 2019, the Republic of Azerbaijan was the largest foreign investor in Montenegro (and in past years among the top three largest foreign investors in Montenegro).
During 2022, 2,864 tourists from the Republic of Azerbaijan visited Montenegro, i.e. 105.9% more compared to 2021, and 12.98% compared to the record year 2019. They achieved 14,650 overnight stays, i.e. 95.10% more compared to 2021, and 90.72% compared to the record year 2019. On average, they stayed 5 days, and in the total structure of overnight stays abroad, they realized 0.12%.
