Belarus*

Holders of travel documents with a valid Schengen visa, a valid visa from the United States, the United Kingdom of Great Britain and Northern Ireland, or the Republic of Ireland, as well as residence permits from those countries, may enter and stay in, or transit through, the territory of Montenegro for up to 30 days, but no longer than the expiration of their visa if the validity period is shorter than 30 days.

Visa regime

Nationals of Belarus may, in accordance with concluded international agreements on mutual travel of nationals, enter, pass through the territory of and stay in Montenegro up to 30 days, with a valid travel document issued by Belarus.

Diplomatic relations

On June 21, 2006, Belarus recognized Montenegro as an independent and sovereign state, and diplomatic relations were established on August 8, 2006 by exchanging diplomatic notes.

The Embassy of Montenegro to the Russian Federation is accredited to Belarus on a non-resident basis.

In 2020, the Government of Montenergo appointed Ambassador Milorad Šćepanović as Ambassador Extraordinary and Plenipotentiary to Belarus, with residence in Moscow (he has not presented his credentias letters yet).

Diplomatic representation of Belarus to Montenegro takes place through the Embassy of Belarus in Belgrade, Republic of Serbia.

Official visits

There were neither high-level incoming nor outgoing visits.

Encounters on the margins

July 5-6, 2017 – During the Annual Session of the OSCE PA in Minsk, Parliament Speaker of Montenegro Ivan Brajović, had a meeting with the Speaker of the House of Representatives of National Assembly of the Republic of Belarus Vladimir Andreychenko and the Minister of Foreign Affairs of the Republic of Belarus Vladimir Makei.

December 4, 2015 – Deputy Prime Minister and Minister of Foreign Affairs Igor Lukšić met with Minister of Foreign Affais of Belarus Vladimir Makei, on the sidelines of the 22nd OSCE Ministerial Council in Belgrade.

February 13, 2014 - President of the OSCE Parliamentary Assembly Ranko Krivokapić met with representatives of delegation of Belarus, on the sidelines of the 13th Winter Session of the OSCE Parliamentary Assembly in Vienna.

Economic cooperation

Trade exchange between Montenegro and Belarus in 2022 amounted to 4.3 million euros (a growth of 34.3% compared to 2021). The entire exchange was related to imports. In 2022, the most imported from Belarus were: vehicles and furniture, bedding and other similiar products.
