Visa regime
Nationals of China are required to obtain a visa to enter Montenegro.Visas may be obtained from diplomatic and consular posts of Montenegro.

Nationals of China with a valid travel document issued in accordance with the regulations of that country may enter, pass through the territory of and stay in Montenegro up to 30 days, as an organized tourist group that together enters, stays and leaves Montenegro, provided they have a proof of paid tourist arrangement and proof of provided return to the country of origin or transit.
Nationals of China with a valid public affairs passport issued in accordance with the regulations of that country may enter, pass through the territory of and stay in Montenegro up to 30 days, provided they have an invitation letter in accordance with the regulations for issuing visas for a short stay (visa C).
Diplomatic Relations
There are traditionally good and friendly relations between the two countries, which are being improved through the 17 + 1 Mechanism and the Belt and Road Initiative.
The People's Republic of China recognized the independence of Montenegro on June 14, 2006. Diplomatic relations were established on July 6, 2006.
On September 6, 2018, the Ambassador of the People's Republic of China to Montenegro, Liu Yin, presented his credentials to President Milo Đukanović.
Until the appointment of the new Ambassador of Montenegro to Beijing, the function of the temoprarily Chargé d'Affaires will be performed by Damir Šabanović, First Secretary at the Embassy of Montenegro in Beijing.

Outgoing visits
From May 31 to June 4, 2018, the President of the Parliament of Montenegro Ivan Brajović paid an official visit to the People's Republic of China, at the invitation of the Chairman of the Chinese People's Political Consultative Conference, Wang Yang. During the visit, Brajović also met with the Chairman of the Standing Committee of the National People's Congress, Li Zhangshu.
Incoming visits
On September 24-26, 2017, Vice Chairman of the National Committee of the People's Political Consultative Conference (CPPCC) of the People's Republic of China, Ma Peihua visited Montenegro and, on that occasion, met with Montenegrin President Filip Vujanović, President of Parliament Ivan Brajović and Prime Minister Duško Marković.
Other meetings
On the sidelines of the VIII Summit of Heads of Government and 16 countries of Central and Eastern Europe (16 + 1), held in Dubrovnik on April 12, 2019, Prime Minister Duško Marković met with the President of the State Council of the People's Republic of China, Li Keqiang.
On the sidelines of the VII Summit of Heads of Government (16 + 1), held in Sofia on July 7, 2018, the Prime Minister of Montenegro Duško Marković met with the President of the State Council of the People's Republic of China, Li Keqiang.
On the sidelines of the VI Summit of the Heads of Government of the People's Republic of China and 16 Central and Eastern European countries, held in Budapest on November 27, 2017, the Prime Minister of Montenegro Duško Marković met with the President of the State Council of the People's Republic of China Li Keqiang.
Economic Cooperation / International Trade
Foreign trade between Montenegro and the People's Republic of China in 2020 amounted to 240.1 million € (of which imports were € 218 million and exports € 22.1 million). Direct investments from the People's Republic of China in 2020 amounted to € 71,234.14.
According to the data of "Monstat", in 2020, 2,788 Chinese tourists visited Montenegro, who realized 5,146 overnight stays.
Miscellaneous
The Belt and Road Initiative
Montenegro and the People's Republic of China are cooperating through the Belt and Road Initiative, which emphasizes infrastructure, energy, communication, financial and cultural connections. Montenegro considers the Initiative important - bearing in mind our geographical position and readiness to be one of the key corridors in Southeast Europe for the transport of goods in trade between the EU / Europe and China / Asia (highway, "Port of Bar").
Cooperation between China and Central and Eastern European Countries (Mechanism 17+1)
This Chinese platform is very broad and includes cooperation in almost every aspect of state policies and sub-policies (economy, trade, networking, culture, science, education, sports, energy, health, agriculture, environmental protection, cooperation of local governments, relations with peoples, etc.). The most important events in this format of cooperation are the summits of the Heads of Government and the Presidents of the participating countries, which are held once a year. Due to the circumstances of the global pandemic of COVID 19, this year's (IX) China-CEE Summit was held in the form of a video conference on February 9, 2021, and was attended by the President of Montenegro, Milo Đukanović.
"Bar - Boljare" Highway
The construction of the largest infrastructure project in Montenegro, the highway Bar-Boljare, is being realized in cooperation with Chinese partners CCCC-CRBC. At the session on July 4, 2013, the Government assessed as first-ranked and accepted the offer of the Chinese companies "CCCC" and "CRBC" for the design and construction of the priority section Smokovac-Uvac-Mateševo of the highway "Bar-Boljare". The highway is very important for the further development of Montenegro and is characterized as a historical project. The contracted value for design and construction is 809.6 million €, with 85% of the funds provided from the loan of "EXIM" bank, and 15% from the Budget of Montenegro. Works on the construction of the first section Smokovac-Mateševo began in May 2015, and the expected date of their completion is the end of 2021.
Donations from the People's Republic of China in 2020/2021.
During 2020, Montenegro received donations in the form of medical equipment from the Embassy of the People's Republic of China in Montenegro, a Chinese companies, the academic community and the citizens of that country.
On September 29, 2020, China donated protective masks, gloves, hand sanitizers and disinfectant solutions, which was ceded by our Ministry of Foreign Affairs to the Public Institution “Komanski Most“. The value of the donation is € 5,425.00.
In February 2021, the People's Republic of China approved a donation of 30,000 doses of the vaccine company "Sinofarm" to Montenegro, as an aid to the Montenegrin health system in the fight against COVID 19.
