Kazakhstan*

Holders of travel documents with a valid Schengen visa, a valid visa from the United States, the United Kingdom of Great Britain and Northern Ireland, or the Republic of Ireland, as well as residence permits from those countries, may enter and stay in, or transit through, the territory of Montenegro for up to 30 days, but no longer than the expiration of their visa if the validity period is shorter than 30 days.

Visa regime

Nationals of Kazakhstan are required to obtain a visa to enter Montenegro. Visas may be obtained from diplomatic and consular posts of Montenegro. 

If you are unable to reach a diplomatic or consular post of Montenegro, you may apply for a visa at the Embassy of the Republic of Bulgaria in the Republic of Kazakhstan. 

NOTE: Nationals of the Republic of Kazakhstan, from May 1 to October 31, 2024, may enter, pass through the territory and stay in Montenegro up to 30 days, with a valid travel document, without a visa.

Diplomatic relations

Republic of Kazakhstan recognized independence of Montenegro on 26 July 2006. Montenegro and the Republic of Kazakhstan established diplomatic relations on 16 January 2007.

Montenegro and the Republic of Kazakhstan have very good and friendly relations, with mutual readiness for their further strengthening, especially in the field of economy and tourism.

On September 23, 2020 the Government of Montenegro appointed the Ambassador of Montenegro, resident in Moscow, Milorad Šćepanović, as a non-resident Ambassador to the Republic of Kazakhstan.

Ambassador Milorad Šćepanović presented credential letters to the President of the Republic of Kazakhstan Kassym-Jomart Tokayev on April 27, 2021, while assuming duties of Ambassador in that country, with residence in Moscow.

The Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Montenegro, resident in Zagreb, Altay Abibullayev presented credential letters to the President of Montenegro Milo Đukanović on December 16, 2022, while assuming duties of Ambassador in Montenegro, with residence in Zagreb.

First political consultations between the Ministry of Foreign Affairs of Montenegro and the Ministry of Foreign Affairs of the Republic of Kazakhstan were held on April 15, 2021 in Podgorica. Following the consultations, the heads of two delegations signed a Program of Cooperation between two Ministries of Foreign Affairs, for the period 2021-2023. These political consultations created preconditions for the establishment of more concrete cooperation with this country, having in mind its great potential, especially in the field of economy and also, its geopolitical importance.

Official visits

July 15, 2021 - Deputy Prime Minister of Montenegro Dritan Abazović paid an official visit to the Republic of Kazakhstan, following the invitation of Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar. On that occasion, he held a meeting with the Prime Minister of the Republic of Kazakhstan Askar Mamin.

March 5, 2015 - Deputy Chairman of the Majilis of the Parliament of the Republic of Kazakhstan and the special envoy of the President NurSultan Nazarbayev Sergey Dyachenko visited Montenegro and met with the President of Montenegro Filip Vujanović.

November 11, 2008 - Prime Minister of Montenegro Milo Djukanović paid an official visit to Kazakhstan and had a several meetings with the highest officials of the Republic of Kazakhstan.

Encounters on the margins

December 22, 2021 - the Minister of Foreign Affairs of Montenegro Đorđe Radulović held a meeting with the Deputy Prime Minister of the Republic of Kazakhstan, within the framework of the session of the General Assembly of the United Nations.

September 23, 2019 - within the framework of the 4th Meeting of the Speakers of the Parliaments of the Eurasian countries held in Nur-Sultan, the Parliament Speaker of Montenegro Ivan Brajović met with the Prime Minister of the Republic of Kazakhstan Askar Mamin and the Speaker of Senate Dariga Nazarbayeva.

December 5, 2013 - within the framework of OSCE Ministerial Council in Kyiv, the Minister of Foreign Affairs and European Integration of Montenegro Igor Lukšić met with the Minister of Foreign Affairs of the Republic of Kazakhstan Erlan Idrissov.

June 29, 2013 - Parliament Speaker of Montenegro Ranko Krivokapić met with the Chairperson of the Senate of the Parliament of the Republic of Kazakhstan  Kairat Mami, within the framework of Annual Session of the OSCE Parliamentary Assembly.

December 2, 2012 - Deputy Prime Minister and Minister of Foreign Affairs and European Integration of Montenegro Igor Lukšić met with the Minister of Foreign Affairs of the Republic of Kazakhstan Erlan Idrissov, within the framwork of 19th OSCE Ministerial Council in Dublin.

December 2, 2010 - President of Montenegro Filip Vujanović met with the President of the Republic of Kazakhstan Nur-Sultan Nazarbayev, on the margins of the OSCE Summit in Astana.

 December 1, 2009 - Minister of Foreign Affairs of Montenegro Milan Roćen met with the Minister of Foreign Affairs of the Republic of Kazakhstan Kanat Saudabayev, on the margins of OSCE Ministerial Conference in Athens.

October 17, 2008 - Minister of Foreign Affairs of Montenegro Milan Roćen met with the Minister of Foreign Affairs of the Republic of Kazakhstan Marat Tajin, on the margins of the Conference ‚‚Common World: Progress Through Diversity“ in Astana.

Economic cooperation

The trade exchange in 2022 between Montenegro and the Republic of Kazakhstan amounted to 120 thousand in export and 13,667 millions eur in import. Foreign direct investments form the Republic of Kazakhstan amounted 3,845 millions eur (1,345 millions eur in 2021).

Two countries have identified mutual interest in the field of tourism and their successful results were confirmed by establising direct flights by national company Air Astana, which, for the third year in row, operates  from two cities of the Republic of Kazakhstan to Podgorica.
