Holders of travel documents with a valid Schengen visa, a valid visa from the United States, the United Kingdom of Great Britain and Northern Ireland, or the Republic of Ireland, as well as residence permits from those countries, may enter and stay in, or transit through, the territory of Montenegro for up to 30 days, but no longer than the expiration of their visa if the validity period is shorter than 30 days.

Visa regime

Nationals of Morocco, holders of ordinary passports, are required to obtain a visa to enter Montenegro.

Visas may be obtained from diplomatic and consular posts of Montenegro. If you are unable to reach a diplomatic or consular post of Montenegro, you may apply for a visa at the nearest diplomatic or consular post of the Republic of Serbia.

Diplomatic Relations

Montenegro and the Kingdom of Morocco develop their bilateral relations, traditionally, in the spirit of friendship and understanding. Mutual interest has been expressed towards the advancement of the cooperation in all areas that are reevant to both sides.

The Kingdom of Morocco officially recognized Montenegro on the 30th of June 2006, and the diplomatic relations were established on the 8th of September 2009. H.E. Mohammed Amine Belhaj presented his credentials to the President Filip Vujanović on the 8th of February 2017, thus taking the office of the Ambassador of the Kingdom of Morocco to Montenegro, with the residence in Belgrade. The first ever Ambassador of Morocco to Montenegro, Abdellah Zegour (also resident in Belgrade, Serbia), had taken office in 2012.

No ambassadors of Montenegro have, so far, been accredited to the Kingdom of Morocco.

Political Contacts

High level political contacts are perceived as frequent and regular. Former Montenegrin president Filip Vujanović visited Morocco in 2014, as well as in 2016. Former President of the Parliament of Montenegro Ivan Brajović paid an official visit to Morocco between 17th and 19th of September 2017, after an invitation by the President of the House of the Representatives of Morocco. Subsequently, the President of the House of the Representatives, Habib el Malki, visited Podgorica in June of 2018. Also, Mohammed Sajid, then the Minister of Tourism, Air Transport, Crafts and Social Economy of the Kingdom of Morocco, visited Montenegro in June of 2018. In December of 2020, Minister of Foreign Affairs of the Kingdom of Morocco Nasser Bourita invited the Minister of Foreign Affairs of Montenegro Đorđe Radulović to visit Morocco, within the framework of the next Bilateral Political Consultations (last Consultations took place in 2017 in Rabat).

Economic Cooperation / International Trade

Overall exchange of goods and services in 2020 (January – June) amounted to €143,341 (out of which the exports were €0, and the imports were €143,341); overall exchange in 2019 was €613,923 (exports - €0, imports - €613,923); overall trade in 2018 totaled €816,031 (exports €582, imports €815,449); overall exchange in 2017 amounted to €2,105,069 (exports - €0, imports €2,105,069); overall exchange in 2016 was €1,788,245 (exports - €0, imports - €1,788,245); overall exchange in 2015 was €1,526,142 (exports -  €0, imports - €1,526,142).

Miscellaneous

The basis for the cooperation between the two Ministries of Foreign Affairs is the Protocol on the Cooperation between the MFA of Montenegro and the Ministry for Foreign Affairs and the International Co-Operation of the Kingdom of Morocco (now called the The Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates) - which was signed on the 31st of March 2010, during the visit of the State Secretary of Moroccan MFA, Mrs. Latifa Akharbach, to Montenegro. On that same occasion, the Agreement on Abolition of Visas for Holders of Diplomatic and Official Passports was also signed, and it entered into force on the 2nd of July 2010. The Memorandum on Cooperation Between the Diplomatic Academy Gavro Vuković and the Academy of Diplomatic Studies of the MFA Morocco has been fully agreed, pending its' signing.

Besides the MOC between the two Diplomatic Academies, the bilateral agreements on the cooperation in the fields of air, as well as and maritime traffic, are also undergoing the process of harmonization.

Agreement Between the Government of Montenegro and the Government of Morocco on the Cooperation in the Field of Tourism was signed on the 18th of September 2018 - during the visit of the Moroccan Minister of Tourism, Air Transport, Craft & Social Economy, Mr. Mohammed Sajid, to Podgorica.

Multilateral cooperation between the two countries, through various bodies of the UN, is very dynamic - as it manifests in frequent mutual supports for both coutries' canditatures.

With regard to the cooperation between NATO and Morocco - this state is a member of the Mediterranean Dialogue. Mediterranean Dialogue has the purpose of cooperation between NATO, on one side and, besides Morocco, six more states, on the other side. The Mediterranean Dialogue was launched in 1994, "to create good relations and better mutual understanding and confidence throughout the region, promoting regional security and stability and explaining NATO's policies and goals."

In March of 2015, H.E. Gojko Čelebić, otherwise the non-residential Ambassador of Montenegro to Egypt (from Podgorica), took office of the Ambassador of Montenegro to the Arab League. Arab League, AL, is an international organization comprised of 22 member-states. It was formed in 1946 in Cairo, and Morocco is one of it's members. Arab League is, besides African Union (AU) cosidered to be the most influential multilateral subject in the aforementioned part of the world. Montenegro has the status of a guest-state in AL.
