Qatar*

Holders of travel documents with a valid Schengen visa, a valid visa from the United States, the United Kingdom of Great Britain and Northern Ireland, or the Republic of Ireland, as well as residence permits from those countries, may enter and stay in, or transit through, the territory of Montenegro for up to 30 days, but no longer than the expiration of their visa if the validity period is shorter than 30 days.

Visa regime

Nationals of Qatar may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.

Diplomatic Relations

Montenegro and the State of Qatar have good and traditionally friendly bilateral relations, which are based on respect, mutual understanding and the principles of openness.

The State of Qatar recognized Montenegro on September 26, 2006. Diplomatic relations were established on November 16, 2006.

On October 28, 2015, the non-resident Ambassador of Montenegro to Qatar (stationed in Abu Dhabi), Darko Uskoković, presented the credentials of H. H. Emir Sheikh Tamin bin Hamad Al-Thani. Uskokovic served as the non-resident Ambassador to Qatar until the end of his  term of office of the resident Ambassador of Montenegro to UAE in Abu Dhabi (August 2018).

Sheikh Mubarak Bin Fahad Al Thani, on May 5, 2017, assumed the duty as the non-resident Ambassador of the State of Qatar in Montenegro, stationed  in Belgrade,by  presenting credentials to the former President of Montenegro  Filip Vujanovic.

The first non-resident Ambassador of Qatar to Montenegro, stationed in Rome, Soltan Saad Al-Moraikhi, assumed the duty as Ambassador Extraordinary and Plenipotentiary on January 21, 2008, by presenting credentials to the former Montenegrin President Filip Vujanovic.

The first non-resident Ambassador of Montenegro to the State of Qatar, stationed in Abu Dhabi, Aleksandar Eraković, assumed the duty on February 5, 2012.

Political Contacts

On April 21, 2016, the former Minister of Sustainable Development and Tourism Branimir Gvozdenović visited the State of Qatar, where he met the General Manager of Qatar Investment, H.E. Sheikh Abdullah bin Muhammad bin Saudi Al Thani, as well as the Minister of Finance of Qatar, H.E. Al Sharif Al Emadi.

On January 13, 2013, the former Prime Minister of Montenegro Milo Đukanović participated in the III Assembly of the International Renewable Energy Agency (IRENA) in Abu Dhabi. On the sidelines of the Assembly session, he had a meeting with the Minister of Energy and Industry of the State of Qatar, Mohamed Bin Saleh Al Sad.

From 11 to 13 December 2011, the former State Secretary for Political Affairs at the MFAEI, Ambassador Nebojsa Kaludjerovic, participated in the IV Forum of the Alliance of Civilizations (AoC), which was held in Doha, Qatar.

The former Prime Minister of Montenegro Milo Đukanović, accompanied by a delegation consisting of the Minister of Foreign Affairs Milan Roćen and Minister  for Economic Development Branimir Gvozdenović, paid his first official visit to the State of Qatar  from 16 to 17 February 2009. During the  visit, Prime Minister Đukanović met with H.H. Emir Hamad bin Khalifa Al-Thani, Prime Minister and Minister of Foreign Affairs Hamad bin Yasim bin Jabor Al-Thani and with representatives of the Chamber of Commerce and Industry of the State of Qatar.

The Minister of Finance of the State of Qatar, Al Sharif Al Emadi, visited Montenegro in 2014 and, on that occasion, talked with the former Prime Minister Milo Đukanović about the realization of the investment of "Qatari Diar" in the Blue Horizons.

On June 17, 2010, the Prime Minister and Minister of Foreign Affairs of Qatar, Sheikh Hamad bin Yasim Bin Jabor Al Thani, paid a visit to Montenegro, when he had meetings with the highest Montenegrin officials.

On June 22, 2012, at the Rio + 20 Summit, the former Prime Minister of Montenegro Igor Lukšić met with the Prime Minister of the State of Qatar, Abdullah Bin Hamad Al Altajah.

On January 15, 2013, the former Prime Minister of Montenegro Milo Đukanović, on the sidelines of the World Renewable Energy Summit (WFES) in Abu Dhabi, met with the Prime Minister of Qatar Sheikh Hamad bin Yassi Al Thani.

Economic Cooperation / International Trade

Total commodity exchange  in the period January - September 2020 amounted to 3.39 thousand. €, of which exports was 2.62 thousand. €, and imports 0.77 thousand. €. In 2019, trade amounted to 25.68 thousand. €, of which the entire amount referred only to imports.

Foreign direct investments from the State of Qatar: in 2020 (January - September) amounted to 393.1 thousand. €; in 2019 they amounted to 730.16 thousand. €.
