Russian Federation

Holders of travel documents with a valid Schengen visa, a valid visa from the United States, the United Kingdom of Great Britain and Northern Ireland, or the Republic of Ireland, as well as residence permits from those countries, may enter and stay in, or transit through, the territory of Montenegro for up to 30 days, but no longer than the expiration of their visa if the validity period is shorter than 30 days.

Visa regime

Nationals of the Russian Federation may, in accordance with concluded international Agreement on mutual travel of nationals, enter, pass through the territory of and stay in Montenegro up to 30 days, with a valid travel document issued by the Russian Federation. 

Diplomatic relations

June 2, 2006 - the Russian Federation recognized Montenegro as an independent and sovereign state. 

June 26, 2006 - Montenegro and the Russian Federation established diplomatic relations.

On November 24, 2020, Ambassador Milorad Šćepanović presented his credentials to the President of the Russian Federation Vladimir Putin and formally assumed office of the Ambassador Extraordinary and Plenipotentiary of Montenegro to the Russian Federation.

Ambassador Vladislav Vladislavovich Maslenikov assumed office of Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Montenegro on September 9, 2019.

Official visits

9 January 2016 - Alexei Meshkov, Deputy Minister of Foreign Affairs of the Russian Federation visited Montenegro on the occasion of holding bilateral consultations between two MFA.

19 April 2011 - Minister of Foreign Affairs of Russia Sergey Lavrov paid an official visit to Montenegro and met with President Filip Vujanović, President of the Assembly Ranko Krivokapić, Prime Minister Igor Lukšić and Minister of Foreign Affairs Milan Roćen.

9 May 2010 - The Montenegrin delegation, led by President Filip Vujanović, participated in the Ceremony marking the 65th Anniversary of the Victory over Fascism. On that occasion, President Vujanović met with President of Russian Federation Dmitry Medvedev, while the Minister of Foreign Affairs of Montenegro Milan Roćen met with Minister of Foreign Affairs of the Russian Federation Sergey Lavrov and Foreign Policy Advisor to President Dmitry Medvedev, Sergei Prihodko.

25 February 2009 - President of Montenegro Filip Vujanović met with President Dmitry Medvedev and Patriarch of Moscow and All Russia Kirill. President Filip Vujanović received the award for contribution to strengthening the unity of Orthodox peoples, which was presented to him in the Cathedral of Christ the Savior).

Economic cooperation

Trade exchange between Montenegro and the Russian Federation in 2021 amounted to 8,247 million euros, while in 2020 it amounted to 7,892 million euros.

The volume of foreign direct investments from Russia to Montenegro in 2022 amounted to 116,041.84 million euros. In the same year, Russian citizens founded 3,846 new companies in Montenegro, making their share in percentages 54% of the total number of foreign-owned companies in Montenegro.

The total number of arrivals of Russian tourists to Montenegro in 2022 was 169,726, and they archieved a total of 1,946,067 overnight stays.
