Cooperation between Montenegro and the OSCE Mission to Podgorica is considered excellent and substantial, while the legal basis for cooperation represents the Strategic Plan for Cooperation of Montenegro and the OSCE for the period 2020–2024, which is organized into three main areas: 1) Democratization; 2) Security Cooperation and Governance; and 3) Media. 


Cooperation with the OSCE Mission to Montenegro aims at providing support to the reform processes of the Government of Montenegro, enhancing national capacity building and reaching European standards, as well as strengthening public trust in institutions. In that regard, the OSCE provides targeted support to transparent and democratic institution building, enhancing, inter alia, the functioning of the police, parliament, judiciary, and electoral administration, while supporting enhancement of media freedom, gender equality, environment protection, and increased inclusion of youth.


A new draft of the strategic framework of cooperation that will envisage future priorities for the next 3-year period (2025-2027) is currently being considered in line with our national strategic priorities and on a complimentary basis with the EU integration process.
