The Organization for Security and Cooperation in Europe (OSCE) represents the largest regional security organization with 57 participating States that comprise European, Euro-Asian, and Euro-Atlantic regions.


Montenegro became a participating State in the OSCE on 22 June 2006. Montenegro signed the Helsinki Final Act, a founding document of the Organization, on 1 September 2006.


The Permanent Mission of Montenegro to the OSCE and specialized bodies of the UN System in Vienna was officially opened on 17 October 2006.


Montenegro is strongly committed to the activities within all three dimensions of the OSCE’s comprehensive approach to security: politico-military, economic and environmental, and human, and actively participates in the work of the OSCE Parliamentary Assembly.


Montenegro, within its cooperation with the OSCE as the wide-ranging politico-military forum that goes beyond the European frontiers, is committed to fulfilling diplomatic functions for the realization of Montenegrin strategic and national interests, while contributing to comprehensive security within the OSCE area.
