Recognition of a credential on the completed primary, secondary (general or vocational), post-secondary non-tertiary and higher education for employment purposes is carried out by the Ministry of Education, Science and Innovation through National Information Center – ENIC/NARIC center, which is a separate organizational unit of the Ministry. 

Procedure of the recognition of a foreign educational credential is conducted in compliance with the provisions of the Law on the Recognition of Foreign Educational Credentials and Qualifications Equivalence (Official Gazette of Montenegro, No. 57/11 and 42/16), unless otherwise regulated by an international agreement. 

Competence of the ENIC/NARIC center

ENIC/NARIC center carries out the following activities:

•    carries out the procedure of credential recognition for employment purposes in Montenegro;

•    provides institutions, employers, ENIC partners and other organisations with the information concerning the credential recognition procedure;

•    cooperates with ENIC network in drafting national qualification frameworks within the European Higher Education Area;

•    contributes to further improvement of education system in Montenegro; 

•    updates and provides information concerning education systems, foreign educational credentials and their relation to educational credentials in Montenegro, regulations related to credential recognition, information on the recognized, i.e. accredited institutions, enrolment conditions etc;

•    updates information concerning the educational system of Montenegro, in the form provided in the Annex to the Joint ENIC/NARIC Charter of Activities and Services;

•    performs activities of national and international importance stipulated in the Lisbon Convention on the recognition of higher education in the European region;

•    performs other activities, in compliance with regulations and Joint ENIC/NARIC Charter on Activities and Services.
