Abazovic and Srzentic Attended Ceremony to Mark International Public Administration Day

The Ministry of Public Administration, Digital Society and Media, in collaboration with the Human Resources Management Authority, HRMA, marked the International Public Administration Day by organizing the event ‘With citizens and for citizens’. Deputy Prime Minister Dritan Abazovic, Minister of Public Administration, Digital Society and Media, Tamara Srzentic, Permanent UNDP Representative, Daniela Gasparikova and Acting Director of HRMA, Jovana Nisavic, delivered introductory speeches.

“I want to thank all public administration employees for their contribution in a year that was extremely difficult. We are the best in these hard times. We should learn how to be best in easier times,” DPM Abazovic addressed public administration employees. He expressed gratitude to employees in the healthcare system, military, security sector and all other sectors. The DPM also expressed confidence that employees in public sector would contribute to the overall transformation of Montenegro, negotiation talks and understanding the standards.

“Being a civil servant and working for the interests of citizens is the greatest honor and privilege. And serving the citizens of Montenegro is much more than that. The Public Administration Day affirms universal values everywhere in the world - unity, togetherness, responsibility, accessibility, empathy," said Minister Tamara Srzentic.

She said that in recent months she had witnessed an incredible energy of employees at all levels of public administration, that she was aware of the contribution of all employees in all sectors of public administration and the sacrifice made especially by employees in the area of health, education, police, army and to all other places. "That is why today I want to mention the employees in digitalization, employees in finance, public procurement, general services, archives, counters, inspection. All of you are equally important and the greatest value of public administration," the Minister pointed out.

"Working in public administration makes sense only if it brings results, if it pushes us forward, if it provides better, new and positive experiences for citizens. That is why when we talk about public administration reform, my first thought is that the reform implies radical changes within the system, with our employees. Since the beginning of my mandate, we have been working with special attention on changing the culture and the way of governing within the Government in order to open a new perspective of leadership for citizens to leaders-civil servants," she concluded.

“Public administration needs to boost confidence by being more human-focused, agile and active in seeking challenges and change. The accelerated trend of digitalization, based on improved digital skills of civil servants and improved institutional processes, is an opportunity to contribute to greater openness, transparency and efficiency. These are key elements for building future preparedness, providing inclusive policies and services in line with citizens' needs, as well as reducing inequalities and improving trust in public institutions," said UNDP Resident Representative in Montenegro Daniela Gasparikova, telling civil servants that they are the drivers of the transformation of public administration into a modern and inclusive organization of the 21st century.

"Professionalization of public administration brings with it numerous challenges and obstacles that must not be a stepping stone to achieving the goal, but an incentive to the work filled with creative energy and an innovative approach," said the HRMA Acting Director, Jovana Nisavic.

On the initiative of the Ministry of Public Administration, Digital Society and Media, awards were handed out to the best employees in ministries and HRMA, for providing contribution to digitalization and the development or e-Government, for the most innovative project in providing services, for providing contribution to the public administration transparency and special contribution during the coronavirus pandemic, and they’re: Lahira Durakovic, Helena Djurovic, Natasa Mijanovic, Mirsad Spahic, Dijana Mijuskovic, Jelena Knezevic, Maja Dragojevic, Srdjan Damjanovic, Marija Jankovic, Aleksandra Masonicic and Miroljub Pavlicic.

In 2003, the United Nations Assembly declared the International Day of Public Administration. The celebration of the Public Administration Day aims to point out the importance and contribution of public administration in the development of society and the community, at the local, national and global level.
