A proposal for electronic records in the Free Zone of the Port of Bar

The National Council for the Fight against High-Level Corruption adopted a recommendation, which will be submitted to the Government to establish a system of detailed electronic records of arrivals and departures of goods from the Free Zone of the Port of Bar, as well as to collect data on stocks, especially cigarettes, tobacco, paper and filters for making cigarettes, it was decided at today's session of the National Council for the Fight against High-Level Corruption.

The recommendation will include a recommendation to engage international experts (UN, Italy, Great Britain, Germany) to build the capacity of the customs service in order to conduct a detailed analysis of the situation in the Free Zone of the Port of Bar and submit recommendations for changes in regulations and practices.

Also, the Council made a decision to submit a recommendation to the Government in order for the state authorities to revise the marking of classified documents and deadlines for keeping archives.

The Council said that the negotiations for disclosure of motorway documentation are in the final phase.

In the coming period, the National Council will hold thematic sessions with the leadership of the Police Directorate in order to review the human and technical capacities in that institution.

The Council recommended to the Secretariat-General of the Government to declassify documents related to the flights of the plane of the Government of Montenegro.

The Council also adopted the Government's recommendation for budget transparency. The text of the recommendation states that every transaction from the state budget should be public, and that state bodies that do not publish all transactions are obliged to submit an explanation for each transaction that has not been published.
