DPM Koprivica holds productive meeting with representatives of NDI Office in Montenegro
Deputy Prime Minister for Political System, Judiciary, and Anti-Corruption Momo Koprivica met with representatives of the National Democratic Institute (NDI) Office in Montenegro. Present at the meeting from the NDI office were Director Slavica Biljarska Mircheski, Maka Meshveliani, Senior Programme Manager of NDI in Montenegro, and Jelena Kilibarda, Programme Officer.
Deputy Prime Minister Koprivica emphasised that, in the atmosphere of dialogue and consensus produced by judicial appointments, the agreement on the census, and the adoption of reform laws, it is essential to continue and implement the process of comprehensive electoral legislative reform.
The latest OSCE/ODIHR report states that the conditions for elections have significantly improved compared to earlier periods, creating a democratic environment for their conduct. The challenge remains in implementing OSCE/ODIHR recommendations, completing the legal framework for elections, and, in that regard, the Government supports the formation and work of the parliamentary Committee on Comprehensive Electoral Reform, with a readiness for a proactive role and assistance at the expert and political levels.
The Deputy Prime Minister emphasised that undertaking electoral reform will be crucial for the functionality of the political system, the regularity of the electoral process, and EU integration.
NDI Office Director Slavica Biljarska Mircheski highlighted that NDI is an organisation working in various spheres, with electoral process integrity being an area in which the organisation has leading expertise. She expressed NDI's readiness to provide expertise and support to the parliamentary committee, welcoming the state's willingness to embark on electoral process reform that citizens can trust.
In further discussions, the Director emphasised NDI's stance that the electoral reform process should be inclusive, transparent, and inspire citizens' confidence. She added that some topics require broader discussion and involvement of other interested parties. Moreover, she believes that that seizing a good moment is crucial, emphasising that the process should not be rushed and constrained by strict deadlines.
The guests informed the Deputy Prime Minister that the NDI office is working on analyses and materials in the field of electoral legislation, which will be made available to the Committee members and all interested parties.
The participants concluded the meeting with the conviction that this marks the beginning of a productive collaboration and openness in the future work of all parties as partners in this very significant process.
