Germany's knowledge and experience to strengthen the security sector
Montenegro will receive expert support from Germany to strengthen its police education system, which is expected to contribute to the advancement of the security sector.
Through the University of Wiesbaden, the German Embassy has initiated initial steps in analyzing and evaluating the state of police education. During a meeting with representatives of the Federal Criminal Police Office of Germany (BKA) and Ambassador Peter Felten, Prime Minister Milojko Spajić expressed the full support of the Government in implementing this project.
Germany is our partner whose expertise we particularly value. For the Government, it is crucial that we achieve good results and reach EU standards in police education. I believe that your experiences and knowledge will help us in this endeavor. Therefore, the Government fully supports this important project, emphasised Prime Minister Spajić.
During the discussions, it was noted that there is ample room for progress, and as a key deficiency, Deputy Prime Minister for Political System, Judiciary, and Anti-Corruption Momo Koprivica and Minister of Education, Science, and Innovation Anđela Jakšić Stojanović pointed out the lack of a higher police education institution.
This creates many problems. Police officers reach the seventh level of education by completing non-police higher education schools. This complicates specialization in this field, noted Koprivica.
There is a significant gap between the needs and the state in this area. Therefore, it is essential to establish a higher education institution as soon as possible, and we have already initiated some things in that context. We are in contact with colleagues from Croatia, who have been in a similar situation and have made the necessary reforms. Their experience could be very helpful to us, emphasised Jakšić Stojanović.
Croatia had expert support from Germany in those reforms, which also assisted the Czech Republic through a similar process.
Hence, cooperation with the University of Wiesbaden and the Federal Criminal Police Office of Germany is of immense importance.
During the meeting, it was agreed that a Montenegrin delegation would visit Germany in April to present the analysis results and discuss concrete steps in reforming education in the security sector.
