Ivanović, Berset: Strengthening Montenegro’s role in the Council of Europe
Deputy Prime Minister for Foreign and European Affairs Filip Ivanović met today in Podgorica with Secretary General of the Council of Europe Alain Berset.
This visit, the first of its kind at this level since Montenegro regained independence in 2006, marks an important step in enhancing the country’s visibility and role within the Council of Europe.
The meeting served as an opportunity to exchange views on key topics shaping Montenegro’s European future, with a particular focus on the country’s upcoming Chairmanship of the Committee of Ministers of the Council of Europe, scheduled for the period from November 2026 to May 2027.
Deputy Prime Minister Ivanović expressed gratitude to the Secretary General and the Council of Europe for their continued support, reaffirming Montenegro’s commitment to the European path and the strategic goal of becoming the 28th member of the European Union by 2028. In this context, he highlighted the crucial role of the Council of Europe Programme Office in Podgorica, which supports the drafting and implementation of legislative reforms. He also emphasized the importance of the Venice Commission’s recommendations, which are invaluable for strengthening the rule of law and meeting the interim benchmarks in EU accession negotiations.
Secretary General Berset commended Montenegro’s efforts so far, noting that the stability of Europe is inextricably linked to the stability of each individual state. He emphasized the vital role of both the European Union and the Council of Europe in safeguarding democratic order and promoting intergovernmental cooperation.
During discussions on the global and regional situation, the two officials exchanged views on issues relevant to the Western Balkans, as well as developments in the Middle East and South Caucasus. Berset reiterated the Council of Europe’s commitment to supporting peaceful and diplomatic initiatives that contribute to lasting stability. He stressed the importance of continued cooperation between the EU and the Council of Europe in maintaining democratic processes across the region and the continent.
Deputy Prime Minister Ivanović informed Secretary General Berset of Montenegro’s intention to host the next Summit of the European Political Community in 2026, noting that such an event would represent a significant opportunity for Montenegro to further affirm its role in European processes and contribute to discussions on the future of the continent.
At the conclusion of the meeting, both parties reaffirmed their commitment to continued close cooperation between Montenegro and the Council of Europe. Deputy Prime Minister Ivanović also underscored the potential for further strengthening Montenegro’s role within the Council’s institutions, in the context of contributing to regional stability and the preservation of European values.
