Support for the establishment of a transparent and efficient public administration
The project started in May 2018 and ends in October 2021.
The goal of the project is to support the implementation of the Public Administration Optimization Plan 2018-2020 at the local level and the improvement of a unified information system for the exchange of data between state registers.
The Project activities so far have resulted in:
- Establishing a system for electronic testing of candidates at the local level;
- Creating a web application through which the Central Register of Taxpayers and Insured Persons gets a direct insight into the number of employees at the local level;
- Connecting 12 registers (Central Population Register, Central Register of Business Entities, Central Register of Taxpayers, Register of Employees / Insured, Register of Education, Register of Criminal Records, Register of Real Estate, Register of Health Fund, Register of Pension Insurance, Register of Social Work and Care);
- Connecting over 20 state administration bodies that use and provide services, developing new eServices (online enrollment of children in kindergartens, primary and secondary schools and online company registration);
- Improving the quality of administrative data in MONSTAT in accordance with the EU statistical standards and best European practice, analysis of the legal framework;
- Identifying of possible deficiencies and obstacles to data interoperability and connecting and using a single information system for data development;
- Researching the needs of citizens and companies for certain eServices.
It is planned to develop four more electronic services, continuous support to state administration bodies in establishing new registers and their connection, strengthening the capacity of the Ministry of Public Administration, Digital society and Media and other administrative bodies for administration and maintaining the capacity of a single information system for data exchange, improving the functionality of this system for more efficient monitoring and administration of the data exchange process, and the development of instruments for measuring the level of citizen satisfaction with services provided and ranking institutions that provide services to citizens through a single information system for data exchange.
