Unprecedentedly positive European Commission Report on Montenegro
The European Commission's latest report on Montenegro is the best we've ever received, with unmatched commendations from EU leaders and unprecedented achievements in advancing the rule of law and accelerating our European path. These accolades come just after the one-year mark of the 44th Government’s tenure—now clearly the most successful government in Montenegro's recent history.
In just one year, we have transformed a situation marked by instability, paralysis, stagnation, and institutional dysfunction into a period of political stability and robust parliamentary support. Milestones include conducting Montenegro’s first EU-standardized census, receiving a historic Interim Benchmark Assessment Report (IBAR), preparing to close four negotiation chapters, achieving notable progress in fighting crime and corruption, and enhancing the economic and social welfare of Montenegrin citizens.
President Ursula von der Leyen's remarks highlighting our impressive accomplishments and urging us to take pride in them, together with the most positive EU report in Montenegro’s history, acknowledge our widespread progress and stand as a clear response to those who attempt obstruction through unfounded claims.
The report’s highest-ever scores include key assessments in Chapters 23 and 24. The EU's recognition of substantial progress in combating crime, corruption, and other critical security aspects is a point of pride, especially for our dedicated security sector personnel and prosecutors, who, in collaboration with international partners, defend the values of rule of law and robust institutions.
We continue moving forward with even greater determination. If we maintain the pace of success and progress from the Government’s first year, closing all negotiation chapters by the end of 2026 is entirely within reach, positioning us to become the EU’s 28th member state by 2028. This historic opportunity will not be missed by this generation of leaders. Thus, we remain firmly focused on the critical priorities for our country’s future—rule of law, economic and social development, and advancing the European integration process.
Alongside this remarkably positive report marking the Government’s successful first year, congratulations are also in order for the recent salary increases, which are currently being implemented. Together and with determination, we look forward to further success.
