PM Spajić meets with Ulcinj Municipality representatives

Prime Minister Milojko Spajić held a meeting with representatives of the Municipality of Ulcinj to discuss the ongoing tender process for beach lease agreements in this municipality. 

Prime Minister Spajić emphasized that the tender process is open and transparent, with clear rules in place, and that the best interests of both Ulcinj residents and Montenegro as a whole remain the top priority. 

It is crucial, above all, that the local community is satisfied while ensuring full compliance with the law. Based on the information available so far, there have been no procedural irregularities in this process. However, we understand the concerns expressed by some members of the local community and remain open to further dialogue, including discussions with potential new leaseholders, the Prime Minister stated. 

Representatives of the local government, led by Municipality President Genci Nimanbegu, reiterated their demands for the annulment of the tender, annexes to the existing lease agreements, and the adoption of a new Law on Coastal Zone Management, as the current law has been in force since 2008.

The Government does not see a legal basis for annulling the tender. However, if there is any evidence of legal violations, we are open to reviewing it, the Prime Minister responded. 

He proposed that, if the municipal representatives deem it necessary, a dialogue be initiated among all interested parties to ensure proper preparations for the upcoming tourist season.

Minister of Urban Planning, Spatial Planning, and State Property Slaven Radunović emphasized that the initial phase of the bid-opening process has confirmed the necessity of modernizing the tender procedure. He stated that the state will generate significantly higher revenue from lease agreements compared to last year, and the public will be informed accordingly upon the completion of the process.
