Prime Minister's Office: Construction of the highway to begin in 2025
In light of public speculation suggesting that construction on the second section of the highway will begin only in 2026, we wish to clarify that this information is incorrect. As previously announced, work on the second section will commence in 2025.
Following the completion of the tender process initiated by the EBRD (European Bank for Reconstruction and Development), construction will begin after the contract is signed, and the contractor is introduced to the project under the FIDIC Yellow procedures.
During 2025, preparatory and preliminary works will be carried out, including geotechnical surveys, geodetic measurements, the creation of access roads to the construction site, the establishment and construction of camps, the formation of testing laboratories, forest clearing, the relocation of utilities, and the development of the Main Design and necessary documentation. All these activities fall within the planned and contracted five-year construction period.
Additionally, all plans by Monteput have been coordinated with the Ministry of Transport, the Government of Montenegro, and the procedures of the EBRD.
We remind the public that construction on the second section of the highway will begin in 2025. The European Bank for Reconstruction and Development has decided to support the project, which has led to a slight delay of a few months from the original start date due to the application of EBRD procedures.
The EBRD will finance the project with a loan of approximately 200 million euros under highly favourable conditions, while the European Union has provided a grant of 100 million euros.
