Public call for conceptual design of Bar–Boljare highway, Smokovac–Tološi section
Monteput has issued a public call for the preparation of a conceptual design for the Bar – Boljare highway, specifically for the Smokovac - Tološi section, which spans approximately 10 kilometers.
This project is a key step in enhancing Montenegro’s transport infrastructure, particularly as the planned bypass around Podgorica aims to ease city traffic congestion.

The project includes developing technical documentation for the full highway profile, with a designed speed of 100 km/h. Two interchanges are planned: Smokovac Interchange, connecting the Podgorica – Kolašin main road with the existing Smokovac – Mateševo section, and Tološi Interchange, linking to the Podgorica – Nikšić main road. Additionally, rest stops and gas stations are planned near Velje Brdo.
During the project’s development, particular attention must be paid to environmental protection, including the preservation of Magara Cave. The design must include all necessary works to ensure the full functionality of this highway section and be compatible with solutions implemented on the Smokovac – Mateševo stretch.
This section is part of 18 planned highways and expressways in Montenegro, outlined by the government under five development corridors: Bar – Boljare highway; Adriatic – Ionian highway; expressway along the Montenegrin coast; Bijelo Polje - Pljevlja - Bosnia and Herzegovina border expressway; Podgorica – Nikšić – Žabljak - Pljevlja expressway.
