Tender announced for the conceptual design of the Adriatic-Ionian highway section Bar – Ulcinj – Sukobin

Monteput has announced a tender for the conceptual design of the Adriatic-Ionian highway, specifically the section Bar - Ulcinj - Sukobin. This 42 km project is crucial for improving transportation infrastructure and connecting the southern part of Montenegro with Albania, thereby contributing to the region's economic and tourism development.

The purpose of this technical documentation is to thoroughly examine various route options and define the optimal corridor for the Adriatic-Ionian highway from the southern portal of the Sozina Tunnel, through Bar and Ulcinj, to the Albanian border near the Sukobin border crossing. The conceptual design will determine the best route, create conditions for subsequent project documentation phases, and ultimately set the conditions for the construction of this road. This project aims not only to enhance traffic connectivity but also to capitalize on tourism potential and improve regional cooperation.

The starting point of the section is the southern portal of the Sozina Tunnel, while the endpoint is the Sukobin border crossing. Six interchanges are planned along the route: at the southern portal of the Sozina Tunnel, in the areas of Bar, Stari Bar, Pečurice, Vladimir, and the Sukobin border crossing. The design speed on the main route is 100 km/h, and it will include four traffic lanes, each 3.50 m wide, along with two emergency lanes, each 2.5 m wide.

In developing the conceptual design, the designer must produce at least two alternative route solutions, analyzing the placement of tunnels, bridges, interchanges, and other accompanying structures, as well as estimating construction and maintenance costs. Special emphasis will be placed on preserving ecological and cultural resources, protecting urban and rural areas, religious and archaeological sites, and safeguarding natural resources such as water sources and vineyards.

The conceptual design must adhere to legal regulations, technical codes, and standards applicable in Montenegro. Additionally, the TEM standards and recommended practices are considered the fundamental guidelines for designing the roadway.

As a new Spatial Plan for Montenegro until 2040 is currently being developed, this conceptual design will serve as a basis for determining and defining the precise position of the Adriatic-Ionian highway corridor on this section. It will also aid in making the final decision regarding the rank and profile of this road in the proposed Spatial Plan of Montenegro until 2040.
